 1.1 Justification and objetives

The Youth Council of Extremadura founded in 2016 the journal Cuadernos de Investigación en Juventud (that means “Notebooks on Youth Research”) with the intention of having a scientific publication, recurrent one, which aim consists in spreading whose original works that have not been early published in other similar journals.

The scientific journal of the Youth Council of Extremadura is born with an open prospect to every knowledge areas, paying the best attention to those subjects what have a greatest effect and interest by the youth, so that impact general the aim is contribute to give knowledge about youngsters.

It is directed to the whole society, looking for offering useful news related the youth, understood like the population sector between 12 and 30 years, in general.

It has the purpose:

  • Spreading the youth investigation
  • Teaching methodologies and techniques in youth investigation.
  • Disseminating original national or international articles.
  • Promoting the discussion and academic and social debate around the principles subjects which concern to the youth.

 1.2 Frequency of publication and access to it.

The Journal Cuadernos de Investigación en Juventud publics 2 volumes per year, so its publication is six-monthly.

The manuscripts could be published in three languages: Spanish, Portuguese and/or English, but the titles, summaries and keywords of the contributions will be translated to all of them.

Publishing will be made only in electronic format, it will give access to the whole text by electronic addition.

The journal Cuadernos de Investigación en Juventud publish its contents under the license Creative Commons Attribution-ShareAlike 4.0 International (CC BY-SA 4.0):

This license means that you are free to:

  • Share — copy and redistribute the material in any medium or format.
  • Adapt — remix, transform, and build upon the material for any purpose, even commercially.

The licensor cannot revoke these freedoms as long as you follow the license terms.

Under the following terms:

  • Attribution — You must give appropriate credit, provide a link to the license, and indicate if changes were made. You may do so in any reasonable manner, but not in any way that suggests the licensor endorses you or your use.

ShareAlike — If you remix, transform, or build upon the material, you must distribute your contributions under the same license as the original.

The journal do not have any cost by the authors.

 1.3 Typology and composition of the publication.

To be included in the journal could be used the different ways of work.

  • Research articles.
  • Collaboration of good practices.
  • Revision collaboration.
  • News.
  • Bibliographical or books reviews.

The selection and evaluation of manuscripts for articles will be made by two external reviewers, being adjusted in performance to standard protocols which are followed in editing of scientific serial publications.

The news and bibliographical reviews will not be reviewed by pairs.

1.5 Responsibility exemption

The opinions and facts collected in every article published are exclusive responsibility for his author, not to making the CJEx responsible at all, of credibility and authenticity of the works.


2.1 Introduction

For proper operating and management of the different aspects which involve the elaboration, edition and publication of the journal will be exist two collegial bodies within the same:

  • The Management Committe.
  • The Editorial Board.

Below, succinctly, there are exposed the principal aspects related to the composition and functions of every of these members.

2.2 The Management Committee

  • Composition

The Management Committee is the collegiate governing body of highest authority in the journal Cuadernos de Investigación en Juventud.

There will be part in it as a natural members:

  • The person who has the Presidency of CJEx.
  • The person who occupies the General Secretary of CJEx.
  • One or more advisors who has been appointed by the Board of the CJEx, like a technical and scientific advisors on youth, depending on its academy and professional trajectory, linkage and knowledge of key issues related to youth, will take charge of responding to the requirements of scientific nature that can transfer him the Management Committee of the journal.
  • Functions

The Management Committee will be directed by the person who occupies the Presidency of the CJEx, acting like Secretary of this body, the person who plays the General Secretary of the CJEx.

The functions of the Management Committee are the following:

  • Representing to the journal Cuadernos de Investigación en Juventud and giving continuity to it.
  • Taking continuous measurements for each time its publication is guaranteed
  • Monitoring the contents and working of the same.
  • Establishing the editorial policy with the Editorial Board.
  • Knowing the annual management report and the memory with the statistical summary with the most relevant dates.
  • Providing support to the Direction of the journal.

The agreements of the Management Committee shall be adopted by a majority.

The Management Committee will be met whenever summoned  by the person who occupies the Presidency of it, or as a proposition of the Director of the journal.

2.3 The Editorial Board

It is the body responsible for the various aspects of management and coordination of the journal.

  • Composition
  • The person who is in charge of the Direction of the journal
  • The person who is in charge to the vice Direction
  • The person who is in charge of the Edition
  • The Members
  • A person who do the functions of Secretary.

As a general rule, to be a member of the Editorial Board will need to be in possession of the academic degree of Doctor, except for those exceptional cases in which, based on the criteria of professional training, experience, and research career, is considered by the Editorial Board, with the approval of the Council, that the applicant meets the appropriate person merits to be part of that.

The number of members will serve on the Editorial Board, which shall be known Vowel, it will be determined, in a consensual way, between the Director, the Assistant Director, and Editor. It will be persons of recognized experience in the thematic areas covered by the journal, belonging to different geographical areas.

Similarly it will proceed to determine the number of members of the Editorial Board who have to be foreigners, in order to ensure the independence of the journal.

  • Functions

The Editorial Board will be in charge of:

  • Ensuring scientific rigor, academic importance and relevance of selected topics.
  • Programming extraordinary editions eventually.
  • Evaluating the editions published annually.
  • Proposing changes in editorial policy.
  • Promoting the regional and national scientific recognition of the journal, through the promotion of it.

The decisions of the Editorial Board shall be adopted by a majority. The Editorial Board shall meet whenever convened by the Director thereof, on a proposal from the person in charge of the edition.

Then, the main functions of the Direction, vice Presidency, Edition, Board Members and Secretary as part of the Editorial Board are collected.

2.3.1 Direction

The person holding the direction of the journal must be a member of the Academic and Scientific Community, renowned in their teaching and research side.

The appointment will be made by the Management Board of the journal, on a proposal from the person holding the presidency of the CJEx.

For its part, the Director of the Editorial Board is empowered to appoint a Deputy Director and a Secretary of the Board.

The functions of the Direction of the Editorial Board are as follows:

  • Supervising the content and operation of the journal.
  • Establishing editorial policy in accordance with the Council.
  • Managing and ensuring the academic quality of the journal.
  • Presiding, coordinating and guiding the operation of the Editorial Board, and moderating its meetings.
  • Presenting the annual management report and the memory with the statistical summary of the most relevant to the Council for its information data.
  • Convening meetings of the Editorial Board, proposed by the Editor of the journal.
  • Resolving with the vote in quality the resolutions adopted by the Editorial Board.

2.3.2 Deputy Director of the journal

The person holding the status of deputy director of the scientific journal of CJEx will be designated by the Director of the Editorial Board, its functions are the following:

  • Replacing the Director in the call and direction of the Editorial Board in cases of illness, temporary absence or express delegation of the Directorate.
  • Organizing files of the journal.
  • Convening and directing meetings of the editorial department.

2.3.3 The Editor

The edition of the scientific journal corresponds to a person proposed by the Editorial Board or the team that provides services on advisory in the field of youth research to the Youth Council of Extremadura. The Board of the CJEx will designate the Editor.

To this end, its functions are as follows:

  • Receiving manuscripts and interacting with the authors of the papers submitted for consideration of publication.
  • Proposing improvements to the authors in their originals to accomplish the requirements for publication.
  • Sending manuscripts to reviewers, and interacting with them.
  • Coordinating all tasks arising from the editorial process of the journal.
  • Assisting the Director in the daily management of the publication, in order to ensure the continuous flow of the editorial process.
  • Proposing measures and actions that lead to the development of the publication and inclusion in the most important indexes of scientific journals.
  • Preparing the annual management report and memory with the statistical study on what was published.
  • Establishing the timetable for drawing up the journal.
  • Proposing publishing standards and style guide for approval by the Editorial Board.
  • Any other function assigned by the Director of the journal.

2.3.4 The Members of the Editorial Committee

They form part as members of the Editorial Board those recognized research career and scientific prestige in the thematic areas covered by the journal, belonging to different geographical areas of university scientific community, in number to be determined by consensus by the Director, the Deputy Director, and Editor.

In this regard, it will be also determined by agreement between the Director, the Deputy Director and Editor the number of Members of the Editorial Board who have to be foreigners, in order to ensure the independence of the journal and facilitate the inclusion of the same in the international reference indexes.

The functions of the Members shall be as follows:

  • Proposing the general lines of the editorial policy of the journal.
  • Proposing names of authors.
  • Checking the manuscripts.
  • Cooperating in maintenance the highest level of academic excellence and scientific rigor of the journal.

2.3.5 The Secretary of the Editor Committee

The person responsible for carrying out the work of the Secretary of Editorial Board shall:

  • Attending meetings of the Editorial Board with voice but no vote, recording the minutes of each of them.
  • Ensuring the necessary information to the work team so that it can perform its functions with quality.


The reform of these rules about the functioning of the journal will be held on the proposal of the Director, and will require the approval of the CJEx.

Finally, in matters not covered by that regulation, the aplicable rules will be those content by the Spanish Law on the Legal Regime of Public Administrations and Common Administrative Procedure, especially as regards the rules on corporate bodies, their sessions and the adoption of appropriate agreements.
